Housing development fights viewed as segregation

This article looks at anti-development policies as a form of segregation, arguing that terms light "neighborhood character" are really just ways to enforce segregation without a racial vocabulary. They look a Connecticut in particular. It sounds like a lot of their issues are similar to what the Bay Area faces, with similar motives / mechanics behind the NIMBYs.
